Superintelligence AI and Why the Real Danger May Not Be the Machine, but the Discrepancy

There is an AI story that has become almost central to every conversation lately. The thought that, somewhere, in a data centre we will never see, an AI system crosses a threshold and becomes superintelligent.

In fact, it becomes smarter than us, and not marginally but categorically. From that point, the future is no longer ours to write. It is more like a plot of an imaginary film. A science fiction movie in reality. Paradoxically, it is also, increasingly, the working assumption of some of the very people building these systems.

I want to set that scenario aside for a moment. Well, not because it is impossible, even though serious researchers disagree sharply on the odds, but because there is a nearer and less cinematic danger that deserves at least equal attention.

The fact is that the machine is not turning against us. On the flipside, it is us turning against each other, with the machine as the instrument. The machine is simply a facilitator, or enabler. The people hold the ethical power.

The Illusion of a Unified Global Pause

Every few months, a fresh call goes out for a global slowdown on frontier AI development. A postponement. A treaty. A shared and agreed communal suspension. Such proposals are not cast in stone. Nuclear weapons, after all, were eventually brought under a fragile but real system of controls. Why not this form of intelligence itself?

Here is why it is not. At least not yet. A nuclear warhead is a physical object that is expensive to build and difficult to hide. It is also useless without rare, trackable materials. We can trace nuclear materials purchases. On the other hand, a frontier model is code, compute and data.

Its ingredients are digital, with its progress measured in benchmarks that shift monthly. For instance, its most consequential breakthroughs can happen inside a single well-funded lab with no external observer in the room. You cannot inspect what you cannot see, and you cannot bind a race in which one runner does not believe the rules apply to them. You understand what I mean? Haha!

So, say one bloc, maybe a coalition of Western democracies, wrestles publicly with alignment and safety testing and chooses caution. Unfortunately, that choice does not pause the race. It changes who is running fastest. Nothing in the physics of computation obliges other states, corporations or coalitions to wait for a consensus that may never arrive. And this is the tough part.

A Different Kind of World War in the AI Age

At this point, the phrase “a third world war fought without soldiers” creeps into the conversation. This is a plausible description of what war slowly looks like today, and will look like in the future. The wars of the last century were fought over territory and resources in heavy physical combat, with visible fronts and countable casualties. A war of superintelligence, should it come, would look nothing like that.

It would likely look like currency systems quietly outmanoeuvred by algorithmic trading no regulator fully understands, or like information environments shaped so precisely that entire electorates arrive at conclusions engineered somewhere else and even controlled by an individual. Sort of a super-smart AI hacking another equivalent.

 It might also be like critical infrastructure such as power grids, financial clearing systems, and defence logistics becoming dependent on models whose internal reasoning their own operators cannot fully audit. Today, no missile needs to be fired for a nation’s sovereignty to become, in practice, negotiable.

The Inequality Nobody Is Keenly Taking Note

I think this is the part that should concern the low- and middle-income countries most directly, and I say this as someone writing from within it. Every previous industrial revolution rewarded whoever arrived first with capital, and everyone else with catch-up growth over subsequent decades. Superintelligent AI may not offer that grace period.

If cognitive labour itself becomes automatable at scale, the traditional development ladder, whereby, let’s say, cheap labour attracts manufacturing, manufacturing funds education, education builds institutions, may simply not hold long enough for late arrivals to climb it.

Nations without the compute power, the energy grids or the capital to train frontier models risk becoming permanent consumers of intelligence designed elsewhere, for objectives set elsewhere. That is not a hypothetical inequality. It is the current trajectory reality, just extrapolated.

What Serious Superintelligent AI Policy Would Actually Require

None of this argues against governance. Quite the opposite. It promotes governance that is honest about its own limits. Compute thresholds that trigger mandatory disclosure because an idea already being tested in a handful of jurisdictions is more enforceable than vague ethical pledges. After all, chips, unlike code, still have to be manufactured and shipped through a small number of controllable points.

Interoperable safety testing, where a model cleared in one credible jurisdiction is not blindly trusted but is at least benchmarked against a shared standard, would reduce duplication without requiring anyone to open and audit their books. It is easier said than done with all the suspicion around.

And regional AI capacity, in Nairobi, Lagos, Kigali, Jakarta, or elsewhere among third-world countries, should not be treated as a charity project. It is the only way by which “governance” stops meaning rules written elsewhere and imposed everywhere else.

Democracy’s Unspoken Exam

The biggest risk to democratic governance may not be a superintelligent AI seizing control of anything. It may be citizens, tired and hopeless, gradually outsourcing judgment itself to systems optimised for engagement rather than truth. Conversely, the States best resourced to build and shape those systems become the ones who quietly write the terms everyone else lives under.

We are not short of intelligence, artificial or otherwise. We are short of the coordination required to govern it before it governs us by default. Whether that coordination arrives in time is, honestly, the one calculation no model can yet run for us.

For now, the danger may not be the machine, but the mismatch in our fractured world, not fully focused on the real issue around these frontier models and on the abstract concept of autonomous machines keen on human destruction.
